Born May 31, 1960 in Zagorsk (now Sergiev Posad town), Moscow region.
1982 - graduated from the History Department of the Moscow State University with a major in Southern and Western Slavic studies
1982-85 - secretary of the USSR Consulate General in Karlovy Vary (Czechoslovakia)
1985-88 - attache at the USSR Embassy in Prague
1988-91 - second secretary to the deputy foreign minister of the USSR
1991-1992 - first secretary of the General Secretariat of the Foreign Ministry of the USSR, then Russian Federation
1992-96 - consul, then adviser in the Russian Embassy in Bratislava (Slovakia)
1996-2000 - Head of the Presidential Press Office
January 4, 2000 - appointed Press secretary of the President of the Russian Federation
2008 - Deputy Head of Presidential Administration
Since 21 May 2012 - First Deputy Chief of Staff of the Presidential Administration of Russia
On 12 May 2014, Gromov was added to the European Union sanctions list due to his role in the 2014 Crimean crisis. He is barred from entering the EU countries, and his assets in the EU have to be frozen.

Married with two sons (Alexei and Danil).
