Was born on January 24, 1969 in Leningrad.
Graduated from St. Petersburg Technological Institute of the Refrigeration Industry majoring in Cryogenics. Doctor of Economics.
1994–1995 Supervisor of the Foreign Operations Department at BNP-Drezdner-Bank (Russia).
1995–2001 Chief Expert of the Division for International Finance Institutes, Investment and Credit of the International Business Relations Directorate; Head of the Finance and Credit Cooperation Sector of the Division for Technical Cooperation with Foreign Countries and International Organizations; Head of the International Trade and Investment Division of the International Economic Cooperation Directorate under the International Relations Committee of the St. Petersburg Mayor’s Office (at present – St. Petersburg Administration).
