Born in Leningrad on March 14, 1968. Graduated from the Finance Academy under the Government of the Russian Federation and the Academy of Foreign Trade.
Since 1998 he has been working in the gas industry and gas processing.
2002-2004 - Director of the Department of Investments and Project Management of Sibur-Holding.
Chairman of the Board of Directors of Sibur-PET (Tver), member of the Board of Directors of Omskshina.
2006–2008 - Project Manager East Siberia-GAZ (Kovykta GCM, Irkutsk Region).
2008-2010 - Chairman of the Board of Directors of OJSC HC GVSU Center (construction holding Moscow).
From 2010 to 2012 - Deputy Chief Executive Officer, then Vice President for Feasibility Study and Coordination with Phase II and III at Shtokman Development AG.
In 2013, he was appointed Deputy Minister of Energy of the Russian Federation.
From July 6, 2018, he was appointed Assistant to the Head of the Presidential Administration of the Russian Federation, oversees the Office of the Presidential Commission on the Fuel and Energy Sector (issues of oil and gas, electricity, coal, renewable energy sources).
Authorities: Organizes and coordinates the implementation of the Ministry’s powers in the following areas: oil, petrochemical, gas, gas chemical, petrochemical and oil chemical industries, main pipelines for oil, gas and their products, including separate issues: - development of hydrocarbon fields based on production-sharing agreements.
Coordinates and controls the activities of the following structural units of the Ministry:
- Oil and Gas Production and Transportation Department;
- Department of oil and gas processing.
