Pavel Nikolaevich Zavalny was born on August 11, 1961 in p. Khotkovo, Duminichsky District, Kaluga Region of the RSFSR, USSR.

In 1995, he was appointed Deputy General Director of Gazprom Tyumentransgaz.

In 1996, he was appointed General Director of Gazprom's Tyumentransgaz, held this position until 2008.

In 2008, he was appointed General Director of Gazprom Transgaz Yugorsk, where he worked until 2011.
