Biography

Year of birth: 1964.

In 1986 he graduated from the History and Philology Faculty of the Institute of Asian and African Countries at the Lomonosov Moscow State University as a historian-Orientalist and researcher-translator. Candidate of Political Sciences.

In 1996–1998, he worked as the Deputy Head and the Head of the RF Presidential Department for Public Relations.

In 1999, he was the Deputy Chairman of the RIA Novosti Managing Board, the Head of the Russian Information Center (Rosinformtsentr) at the Government of the Russian Federation.

From 2000 to 2014, he represented the Administration of the Pskov Region in the Council of Federation.

In November 2001, he was elected the Chairman of the Foreign Affairs Committee of the Council of the Russian Federation.

In 2003 he was elected Vice President of the Parliamentary Assembly of the Council of Europe (PACE) representing Russia.

In 2008, Mr. Margelov was appointed the Special Envoy of the President of the Russian Federation for Sudan.

From 2011 to 2014, he was the Special Envoy of the President of the Russian Federation for cooperation with countries of Africa.

In October 2014, he was appointed Vice President of Transneft, JSC.
