Born in 1953 in Baku.
In 1975 - graduated from the Azizbekov Azerbaidzhan Institute of oil and chemistry, qualification - technology and complex mechanization of oil and gas deposits development.
From 1975 to 1982 - worked as an engineer, head of the district engineer-technological service, chief engineer, head of "Katanglineftegaz".
In 1982 - appointed chief engineer of "Noglikineftegazdobycha".
In 1988 - chief engineer of this association.
In 1988 - chief engineer of "Katanglineftegaz".
1994 -1998 was appointed deputy general director of JSC "Sakhalinmorneftegaz" on foreign economic activity issues.
In 1998-2004 - Vice-President of OAO Oil company Rosneft.
From March 2004 to October 2007 - head of the Federal energy Agency (ROSENERGO)
Oganesian is one of the discoverers and developers of oil and gas deposits of the Sakhalin shelf.
He is one of the leaders of the construction of the first Russian marine ice-resistant platform in the Prirazlomnoe field in the Barents sea.
