Born in January, 1951 in Przhevalsk, Issyk-kul region, Kirghiz Republic.
In 1978 - graduated from Leningrad Polytechnical institute, qualification - engineer-mechanic.
Till 1983 occupied positions of chief engineer and head of the department of Volkhov linear production administration of main gas pipelines.
Since 1984 occupied different positions in 'Lentransgaz'. In 1989 was appointed head of this company.
In 1996 beeing general director of 'Lentransgaz' was included into board of directors of RAO 'Gazprom'.
From August, 1996 to April, 1997 - RF Minister of fuel and power.After resignation from this post in April, 1997 - was appointed deputy chairman of RAO 'Gazprom' board.
