He was born in 1961 in Ufa.
In 1980 he graduated from the Ufa technical college with the qualification 'relay protection of automatic power engineering systems.
Upon graduation from the Ufa Oil Institute in 1985 he worked in the oil and gas extracting department 'Sutorminskneft', where he held various positions from oil and gas extracting operator to shop head.
In 1991 he became head of the central engineering-technical service in the oil and gas extracting department 'Muravlenkovskneft'.
In 1992 he was appointed chief engineer, in 1993 - department head of 'Muravlenkovskneft'.
In 1997 he was elected member of the directors` board of 'Noyabrskneftegas'.
In 1995 he was elected deputy of the regional Duma, deputy of the city Soviet.
In 1997, he became a member of the Board of Directors of Noyabrskneftegaz.
In 1998 he was appointed Chief Engineer and First Deputy General Director of Sibneft-Noyabrskneftegaz, and subsequently, in December 2000, General Director.
In March 2004 Mikhail Stavsky was transferred to Sibneft’s central office, where he held the post of Vice-President and Board member.
In December 2004 he was again appointed Noyabrskneftegaz’s General Director.
2005- 2010, Vice-President of Rosneft.
Since May 2011 - First Vice President, Upstream and Geology of Bashneft.
He is married, has a son and a daughter.
The 17-year old son of Mikhail Stavsky was kidnapped in April 2009. He was kept hostage in the Moscow suburbs for more than 2 months before finally being released.
