Born in 1955 in the village Dobrinka, Alexandrovsk district, Orenburg region.
Graduated from Polytechnical Institute, department of industrial and public construction.
Upon graduation from the institute worked as a master of construction administration of the trust 'Orenburgneftegazstroi'.
In October, 1991 - was appointed head of administration of Orenburg region. Before that during five years occupied position of first secretary of CPSU Orenburg region committee.
In 1995 was elected governor of Orenburg region.
