Foreigners Allowed in $2.5 Billion Venture

The Qatari government has approved plans to build a 2.5-million-dollar housing and tourism project on an artificial island off its coast that would allow foreigners to buy property in the gas rich Gulf emirate for the first time.

Investment and ownership in the project will be open to foreigners who would be granted residency in the emirate if they participated, officials said.
