President of Tatarstan inspected the construction and commissioning works at a number of production facilities of the TANECO Oil Refining and Petrochemical Plants Complex, including the installation of heavy coker gas oil hydrotreater at the industrial facility site.
Construction and installation works were completed at the facility and thecommissioning works were underway. It was designed for cleaning the heavy coker gas oil to remove sulfur and nitrogen compounds and proved to be an environmentally-oriented project.
They informed Rustam Minnikhanov at the control room that the capacity of the plant was 850 000 tonnes per year. Hydrotreated gas oil, diesel fractions for the production of diesel fuel complying with Euro - 6 standard would be produced there. The sulfur compounds would be converted to hydrogen sulfide at the plant, which in turn would be processed into an absolutely safe and ecologically clean elemental sulfur.
The TANECO hydrotreated heavy coker gas oil can also be used as present-day bunker fuel of Marpol environmental performance for refueling submarines at sea and ocean waters. There was a meeting held on the results of work in 2019 in the framework of the visit.
A report on the results of the new construction was presented by Albert Nurmiyev, Head of the TATNEFT’s URPS. He pointed out that URPS was carrying out the work simultaneously on several major active projects in 2019 and there were 5,400 people representing 122 contractors involved at the site. There were 29.7 billion rubles spent during the current year. The plans for 2020 provide for the investment amount growth to 40.7 billion related to the implementation of the TANECO project.
Ilshat Salakhov, Gen.Director of the TANECO Complex delivered the information about the activities of TANECO in 2019. He pointed out that the expected volume of the refinery feedstock processing at TANECO amounted to 10.05 million tonnes with the processing conversion depth of 99% and the light-products yield of 81%. The volume of use and the refinery feedstock processing will exceed 69 million tonnes for the period since the beginning of comprehensive testing of the refinery and by the end of the current year.
The industrial production index amounts to 116.2%. The Head of the enterprise emphasized as significant events successful commissioning of the gasoline pattern units, the launching of CDU/VDU-6 project, which allowed increasing the capacity of TANECO in terms of oil refining to 15.3 million tonnes. During 2019 the company’s products line expanded through the production of motor gasoline brands, transformer, hydraulic, transmission, semi-synthetic and synthetic motor oils. The company increased the Euro - 6 diesel fuel production volume, which amounted to more than 3 million tonnes per year.
TATNEFT´s spent more than 26 billion rubles for the TANECO project’s environmental activities and will additionally spend more than 15 billion rubles over the next 5 years.
The main tasks of the company for 2020 include ensuring industrial and ecological safety of existing and new industrial facilities; refinery feedstock processing at the level of 11,455.5 tonnes (114% to the level of 2019); beginning the comprehensive testing of the following facilities: the coker heavy gas oil hydrotreating, middle distillates hydrotreating, catalytic cracking, hydrogen production – 3, vacuum tower bottoms hydroconversion. The plans also provide for continuing the digitalization of the technological process units of the Oil Refining and Petrochemical Plants to ensure the design, construction and efficient operation.
