The 12th International Energy Forum (IEF) in Mexico will gather high-ranking energy officials from 110 states on Tuesday to discuss oil prices, global warming and dwindling hydrocarbon resources. The three-day forum in the popular resort city of Cancun will also gather heads of prominent international organizations and representatives of transnational energy companies, which account for 90% of global fuel supplies.

"The International Energy Forum will promote a dialog between energy producing and energy consuming countries," Mexican Energy Minister Georgina Kessel said. The Russian delegation is led by a deputy energy minister, Anatoly Yanovsky.
