By Order of the Head of Government of the Russian Federation on February 25, 2011 SIBUR President Dmitry Konov was granted an award in the field of science and technology for the development and implementation of the scientific foundations for the creation of a national system for the safe handling of chemical products.
Dmitry Konov, in collaboration with leading researchers and representatives from government bodies, participated in the preparation of the Concept of a national system for the safe handling of chemicals, which provided the basis for the preparation of the corresponding technical regulations and other regulatory documents.
In accordance with the concept developed, the safe handling of chemical products is provided through timely information about the properties of these products and measures for their use, as well as the implementation of assessment methodologies and risk reduction. The results of this study are used in all enterprises of the sector, and it has been used for the development and registration of more than 23,000 safety data sheets for 10,000 different chemical products in 2000 companies.
Since 1992, under the auspices of the UN, work has been proceeding on the global level on the creation of a system for the classification and labelling of chemicals. Currently, the implementation of this system is taking place in more than 60 countries including the USA, Canada, Japan, China, India and the countries of the European Union. In particular, in the EU, such a system was introduced in 2006 in the form of mandatory technical regulations – REACH.
