“Competitive national software and IT solutions for fuel and energy complex (FEC) exist in our country for many years already, and Russian developers have been opened for a dialogue and fair discussion of development of national IT industry for FEC for long”, stated I. I. Yefremov, Director General, LLC “GridPoint Dynamics”, speaking at the Interregional Industrial Congress in Moscow, October 12, 2016.
“We are in the state of active search for those structures and companies which, in deed and not in name, support development of national smart products, who understand that the generation of the market of proprietary information technologies and software results not only in development of the national economy, but in national security”.
Mr. I. I. Yefremov stressed that the situation with import phase-out in IT industry for FEC, in software, in particular, practically did not change in 2016. Percentage of import software in the Russian petroleum industry still exceeds 90%.
The GPD representative pointed out three key reasons, which prevent from the development of national IT industry for FEC: monopolization of petroleum industry; state-oriented policy promoting further monopoly; a red-tape system of decision-making in petroleum companies.
During the discussion of his presentation, I.I. Yefremov stressed that “a full range of national software and IT solutions exists in Russia, and, above all, they are competitive. They have been successfully used for hundreds of projects in Russia, with significantly lower cost compared to foreign analogs”.
For a successful implementation of a program for IT import phase-out in Russian FEC it is imperative that national software developers do not plead for money. “Allow us working on equal terms with foreign vendors in conducting tenders by Russian companies, to allow us sell our developments and further develop our software on this money “, said I.I. Yefremov.
National developers of software for FEC propose a number of measures for solution of software import phase-out problems in the domestic market, which, in particular, include incentive measures and provision of tax incentives to companies, which increase a percent of the use of national IT solutions.
Developers also suggest that the State Committee for Reserves and Rosnedra Central Committee for Field Development should approve some oil and gas projects performed with national software. To start from 10%, and reach minimum 50% for each subsurface user.
The future of IT industry is related to training of personnel which will work with national software, what means that training on certified national software should be introduced in higher educational institutions.
The GPD head considers that ongoing discussion platform for representatives of state authorities, petroleum and IT companies will allow for a systematic and professional dialogue between software developers and potential users. “And, probably, in the near future we will be able to offer such platform to all interested parties”, stated I.I. Yefremov.
