A huge smoke plume spewed from the Equilon refinery Tuesday for the second time this week, closing a bridge, forcing city residents indoors and leaving many people with burning eyes and throats.
Silica dust, hydrocarbons and sulfur dioxide poured for more than two hours from the same catalytic cracker, a key refinery unit, that spewed smoke Sunday night as crews tried to start it up.
The latest cloud angered and frightened refinery neighbors and stoked calls to give government officials more power to shut down industries that repeatedly pollute.
