Gas-import plant planned at SoCal/Mexico border

Otay Mesa Generating asked FERC Friday for a presidential permit and Natural Gas Act section 3 authorization to build gas import facilities at the border between Mexico and California. The facilities would be used to import up to 110,000 Mcf/d to fuel for a 510 Mwh electric generating station to be sited near San Diego. The proposed import facilities consist of 12-inch to 16-inch-diameter pipe extending 340 feet in length. Emphasizing the dire need for the project, Otay Mesa noted in the April 6 application that "there has not been a power plant sited in San Diego in almost 30 years."
