The doctrine is based on an immutable diversification principle - the amount of gas purchased from one exporter should not exceed 30%. Russia points out that, as the need for Russian gas is growing, the 30% quota is practically unrealistic.
According to the source in the Russian delegation, the European Union does not rule out the prospect that Russia's share may grow. Before this occurs, Moscow is being told to open its door wide for Europeans who would exploit Russia's mineral resources and the EU demands that Russia should join the European Energy Charter, which is considered unprofitable in Moscow.
