The Second International Investment Forum in KhMAO

The second international investment forum in KhMAO has showed that Russia?s economy is developing not only due to oil extraction. In order to protect Russia from unstable world oil prices, the country has to look for alternative ways of income. This idea was confirmed by the results of the KhMAO development.

For this purpose, the KhMAO administration has organised the second International Investment Forum ?Russia: oil, energy, progress? that was hold on 25-26 September in Khanty-Mansiysk.

Within the framework of the forum there were the following sections: ?Small and medium business. Problems and perspectives of their development?, ?Energy strategy of Russia. Ways of implementation?, ?Forestry, Ways of development?, ?Quartz and glass industry?, ?Investments into industrial and construction. Mortgage?, ?Innovations. Venture financing?.

Moreover, the diversification of the KhMAO economy was confirmed by the fact that within the forum, there were discussions about various business developments in KhMAO including petroleum chemistry, gas refining, energy, the wood industry and pulp, the paper industry, as well as the construction industry.

The aim of the new KhMAO economic policy is to diversify investment flows throughout the region. KhMAO, where more than half of all Russian oil is extracted, aims to attract investments not only into its oil industry but in other industries as well.

Among the participants of the forum there were: the Governor of KhMAO Alexander Filipenko, deputy plenipotentiary of the President of the Russian Federation in the Urals Region Victor Basargin, the President of the Chamber of Commerce and Trade of the Russian Federation Eugenie Primakov, the first deputy minister of energy of the Russian Federation Ivan Matlashov, heads of federal ministries and departments, governors, heads of the largest Russian companies and representatives of international financial and industrial companies.

More than 300 Russian and foreign entrepreneurs from the USA, Great Britain, Finland, Germany, Bulgaria, as well as representatives of the Russian oil majors ? Lukoil, Yukos, Surgutneftegaz, UES and Gazprom visited the forum. Among foreign companies there were Shell, Philips, Finnforest, Sumitomo Corporation, Heraeus Quarzglas GmbH & Co. KG and others.

KhMAO (Yugra) is the core oil and gas region in Russia and one of the largest ones in the world. KhMAO extracts more than half of all Russian oil and more than 5 % of the world oil. In KhMAO there are large companies such as Lukoil, Yukos, Surgutneftegaz, TNK, Sidanko, Sibneft, Slavneft and others. KhMAO is considered to be a donor region and according to some economic indexes (for example, it occupies the first place in the volume of industrial products, oil extraction, the second place in the electricity industry and tax revenues, as well as the third place in gas extraction)

On 25 September the KhMAO Government and the company Dynea Finland Oy signed a letter of intentions in order to organise a new joint company that will produce phenol glue, used in production of pasteboards, laminated plastic and building timber. The document was signed by the Yugra Governor Alexander Filipenko and Dynea Finland Oy? s CEO Jyonni Lukkaroynen and a Vice President of the company Kyuosti Syusio. The new production facility is planned to be build on the territory of the autonomous region in Sovetsky town.

At the same day, in the hall for official ceremonies of the Yugra Government a memorandum for cooperation between ?LVL-Yugra? (Nyagan, KhMAO) and ?Finforest? (Finland) was signed. The document was signed by the Chairman of the board of directors of ?LVL-Yugra?, by the first deputy chairman of the Yugra Government Oleg Chemezov, by the Chairman of the fund of regional development of the region Vladimir Sysoev and by senior Vice-Presidents of the companies Finforest Veikko Hoikala and Heikki Kastren.

The Forum was visited by the President of the Chamber of Commerce and Trade Eugenie Primakov, who was amazed with the level of modern technologies development in the region, after he had visited Yugorsk scientific research institute of information technologies.

During the meeting of the Yugra Governor Alexander Filipenko and the President of Chamber of Commerce and Trade of the Russian Federation Eugenie Primakov, they signed an agreement of cooperation, that provides mutual support for the implementation of investment projects, aiming at developing, reconstructing and modernizing the industrial sector. This will allow capital investments, information exchange, attracting of scientific research and innovative projects in Yurgra.


,Yugorsk scientific research institute of information technologies is doing very perspective work in the area of information technologies. The Institute was founded in April 2001according to a government regulation of KhMAO in order to carry out fundamental and applied research in the fields of information technologies for the oil and gas sector and environmental protection. The Yugorsk scientific research complex in Khnati-Mansiysk also provides information and telecommunication services for local business and governmental organisations.

The staff of the Institute consists of 137 people, and 117 of which are employed in the science departments, among them 94 scientists (20 doctors of science and 35 candidates of science). The Institute consists of 8 scientific research laboratories and 8 scientific technical centres. The Institute is equipped with the most powerful computer SUN Fire 15000 with the capacity of 130 bln operations a second. The centre of distance reconnaissance of the Institute is equipped with two receiving antennas with diameter of 3.7 and 9 meters for receiving, handling and storing information from Russian and foreign satellites.


,The made in KhMAO super computer centre is the second one in Russia, according to its capacity. A project of equipping the centre was awarded by a tender that was held at the end of the last year by the KhMAO government. The winner of the tender was a project, offered by the corporation YUNI and the company Sun Microsystems.

The key computing resource centre consists of two super computers Sun Microsystems -- server Sun Fire 15000 and computing cluster, made of 12 double-processor servers. Sun Fire 15000 will be used for the solving of more difficult problems connected with geo-information science, oil seismic survey, space information science and distance. Within the framework of the project there was also specialized geophysical programming equipment, produced by Landmark, programming equipment for handling satellite data, produced by ERDAS, and database management systems from Oracle.

The total capacity of the computing centre exceeds 130 bln operations a second. Moreover, the project provides for the construction of high-capacity three-level system of information storage, including disk-shaped array, band and optical libraries, as well as network program systems for storage and data management. The system is based on the technology called SAN (Storage Area Network). Resources of the computing centre allow storing tens of data terabytes.

Resources of the computing centre allow also organising large websites and internet portals, working with large volumes of data and sustaining intensive circulation. These all will support a process of providing KhMAO with information systems.


,In the Yugorsk scientific research Institute of information technologies a project of systems of establishing electronic information resources within the area of education, culture, science and medical care in KhMAO was developed.

On the first stage of the project it is planned to develop and implement an information system for organisations by using local servers. On the second stage, after the development of the region?s network infrastructure, it is planned to unite and use a server of the Institute as the key information centre.

This program provides for the integration of cultural, scientific, education, medical care organisations into the information space. The first, that will receive these products and information systems, are the state central libraries in KhMAO, an art centre for gifted children of the North, and the State museum of nature and humanity.

The Institute has also developed a project for the creation of a corporate information system for libraries that is currently being implemented on the base of the region?s central library. With its help, through Internet, it will be possible to get access to the resources of libraries in other cities and districts and to get acquainted with full-text electronic versions of the editions.



,Khanty-Mansiysk has received its guests not with Siberian frost, but with warm, sunny weather. Clean streets and modern architecture remotely reminded of Moscow but with fresh and coniferous air. All participants of the forum were accommodated in hotels, most of which were close to the site where the forum was held. The hotels that were far from the forum were connected with it by route taxis. The good organisation of the forum allowed both, participants and journalists, to work conveniently. The press-centre was open all the time during the whole forum, and phones, faxes and Internet connections were easy accessible. It is necessary to point at the high efficiency of the mass media, which handled and processed information promptly: news and press releases were quickly published by both, domestic and federal information agencies.

During the forum, briefings, press conferences and individual interviews for federal and local mass-medias were organised. There was a possibility to talk to the KhMAO Governor Alexander Filipenko, deputy plenipotentiary of the President of the Russian Federation in the Urals Region Victor Basargin, and other official representatives. Almost everyone had a conversation with journalists, but the mostly thorough was the discussion with Matlashov, deputy energy minister of the Russian Federation.

The status of the forum was strengthened with the arriving of the President of the Chamber of Commerce and Trade of the Russian Federation, Eugenie Primakov. He arrived in order to sign a cooperation agreement between the Chamber of Commerce and Trade and KhMAO. Noteworthy was that the agreement was made with the KhMAO government and not with the regional Chamber of Commerce and Trade, which is an exception from the rule.

Anatoly Vyazemskiy, the Director of IA Neftegaz.RU (an official information sponsor of the forum): ?From my point of view, the second investment forum was a success, and it can be considered to be a forum of important decisions and actions. Two agreements with Finish companies and an agreement of cooperation with the Chamber of Commerce and Trade of the Russian Federation, signed by the KhMAO government, have long-term character and are perspective. It is a real prove of the forum?s usefulness. At the same time I would like to wish good luck to the organisers of the forum and to ask for support for small and medium business. Large companies need less of governmental support; such companies are able to solve their problems themselves. It was not a coincidence that we did not see heads of these companies when at the same time there were lots of representatives of small and medium companies?.

Among foreign participants there were people from Finland, Great Britain and Germany, who took an active part in plenary meetings and discussions. Official receptions went off splendidly. It should be noticed that such receptions provide a positive atmosphere for business discussions. Also the food was delicious: from Japanese sushi to national cookery. The positive atmosphere was retained with music, especially with jazz pianists, pianos and saxophones.

At the reception of the KhMAO Chamber of Commerce and Trade, which celebrated its 10th anniversary, each guest received gifts and souvenirs ? skull guards and test-tubes with Yugra oil. The kindness and positive mood of the people are distinguishing features of KhMAO inhabitants.
