He was born on May, 13, 1944 in Krasnovodsk, Turkmenian SSR. Father - Tuleev Moldagazi Koldibaevich (born 1914). Mother - Vlasova Munira Faizovna (born 1921). He was brought up by his step-father - Vlasov Innokenti Ivanovich (1923-1984). Wife - Tuleeva Elvira Fedorovna. Sons - Dmitri (born 1969), Andrei (born 1972).
He finished the Tikhoretsk technical college of railway transport (1964), graduated from the Novisibirsk Institute of the Railway Transport Engineers (1973) and the Academy of the Social Sciences (1989). He has the qualification 'communications engineer of railways utilization'.
He began his career as a station duty at the Muldinbash railway station, Novokuznetsk department of the West-Siberian railway (1964). Having served in the Soviet Army (1964-1967), he returned to his previous place of work, where he occupied the positions of the station duty (1967-1968), senior assistant of the station head (1968-1969) and station head (1969-1973). Then he worked as the head of the Mezhdurechensk station, Novokuznetsk department of the West-Siberian railway (1973-1978), head of the Novokuznetsk department, the Kemerovo railway (1983-1985), head of the communication and transport department of the CPSU regional committee (1985-1988), head of the Kemerovo railway (1988-1990).
In 1990 he was elected Chairman of the Kemerovo regional People`s deputies Soviet (1990-1993). In 1990-1991 he held the position of the Chairman of the regional people`s deputies executive Soviet. In 1994-1996 he headed the legislation Conference of the Kemerovo region, and was member of the Federal Soviet of the RF Federal Meeting.
Since August 1996 he has been the RF Minister on cooperation with the CIS members. On August, 1, 1997 he was appointed Administration Head of the Kemerovo region by the President`s decree. On October, 19, 1997 he won the first elections for the post of the Kemerovo region Governor. He got 94.5% of the votes.
He is transport Doctor, Honorary railwayman, Academician of the International Academy of informatization, Honorary professor of the Academy of Applied Sciences, Co-chairman of the People-Patriotic Soviet of Russia, founder of the regional public charity fund 'Help' and public charity fund 'The trace of Semipalatinsk'. He was elected in the representative organs of government of RF and the Kemerovo region for several times.
He stood for the post of President of Russia twice in 1991 and 1996. He is the author the numerous publications in mass media, he also published several books.
He considers work to be his hobby. The best pass-time is walks in forest in summer, skiing - in winter.
