He was born on November, 15, 1946 in Pyongyang, the capital of North Korea. Father - Pozgalev Evgueny Mikhailovich (born 12.10.1922). Mother - Pozgaleva Stepanida Leonidovna (born 29.10.1920). Wife - Pozgaleva Tatyana Leonidovna (born 29.02.1946). Daughter - Solovyeva Maria Vyacheslavovna (08.09.1970).
He got the qualification of 'engineer-mechanic of electrification and automatization' at the Leningrad Lenin Electro-technical Institute (1964-1970). In 1970-1973 upon graduation from the Institute he worked as ahead of the electronic equipment repairing department at the Cherepovets metallurgical factory.
Having served in the Soviet Army (1970-1973), he returned to the factory as a head of the shop. Till 1990 he occupied the positions of the factory chief engineer deputy and factory directir deputy. In 1990-1996 he was Mayer of Cherepovets.
He is President of the North-Western Russian Cities Union (1994), Vice-president of the Russian Cities Union (1994), member of the President`s Soviet on local government issues (1995). In 1996 he was elected Governor of the Volgograd region.
He has been member of the Federation Soviet of the RF Federal Meeting. He is awarded several orders and medals.
In 1995 he published a book 'I do not want to be a president'.

He speaks German very well.
