Biography
Born in 1950 in Karaganda (Kazakhstan).
In 1973 graduated from the Kuibyshev Siberia Automobile-Road Institute in Omsk, in 1979 - from University of marxism-leninism in Tumen CPSU Committee, in 1988 - from Higher Political School in Sverdlovsk (by correspondence)
In 1973-1977 - engineer of production-technical department , chief engineer of Mostopoezd 442 of the USSR Transport Ministry (Surgut)
1977-1982 - instructor, head of the department of Khanty-Mansy CPSU Committee.
In 1982-1983 - Chairman first deputy of Khanty-Mansy Executive Committee.
In 1983-1987 - first Secretary of Beriozovsky CPSU district committee.
In 1987-1989 - second secretary of Khanty-Mansy CPSU district committee.
In 1989-1991 - Chairman of Khanty-Mansy Executive Committee.
In 1991-1995 - Head of Administration of Khanty-Mansy autonomous region.
November 13, 1996 – March 1, 2010 - Governor of Khanty-Mansy autonomous region.
In March 2010 Alexandr Filipenko was approved to be auditor of the Accounting Chamber.
He is married and has a son and a daughter (the second son died in an accident 19.04.98.) and 6 grandchildren.
Hobby: reading books.
