Biography

Born in Moscow on December, 10, 1950.

In 1973 graduated from the Lomonosov Moscow State University to be an economist, a teacher of political economy, in 1977 - from MSU post-graduate courses.

In 1977-1991 - senior teacher, professor assistant, senior scientific assistant of MSU economical department.

Since 1991 - expert of the USSR President adviser.

In 1992-93 - Chairman deputy of the State Committee on economic co-operation with CIS countries.

In March, 1993 was appointed first deputy of RF Minister of Finances.

In 1994 - Minister of Finances (retired after the 'Black Monday' on October, 11, 1994)

Since the end of 1994 - first Chairman deputy of CB Imperial board.

Since September, 1995 - member of RAO Gazprom board.

From October, 1995 to September, 1998 - Chairman of the RF Central Bank.

At the beginning of October, 1998 - after the retirement from the Kirienko Government was appointed to the post of the Chairman deputy of RAO Gazprom (on questions dealing with banks and securities)

In 2001 he became a deputy chairman of RAO UES of Russia.

In 2005 he was appointed the chief financial officer of RAO UES of Russia.

In 2008 he joined the board of directors of VTB Capital.

He serves as Member of the Supervisory Council at JSC VTB Bank since July 12, 2016.

Dubinin is fluent in English and Italian. He is married and has two sons.
