V.Groysman: All strategic state-owned enterprises of Ukraine should remain in state ownership


All strategic state-owned enterprises should remain in state ownership, but companies that are not strategically important and are a platform for nepotism and corruption must be publicly and transparently privatized, said Prime Minister of Ukraine Vladimir Groysman on September 22, 2016.

The ukraninan Prime Minister noted that operation of over 3,000 state-owned companies negatively affect the economy through nepotism, corruption, bribery and inefficient use of public resources.

Groysman explained that, for example, Naftogaz,should remain public in order to guarantee public interests, while those not having strategic significance for the state must be officially and publicly sold to enable these companies through investment get new energy, new jobs, boost production.

A decision of the Cabinet of Ministers of Ukraine to assume control over Ukrainian NJSC Naftogaz Ukraine is aimed to accelerate the process of unbundling and reforming the management system, he said.

«This issue once again drew [attention] to the fact that the system of Naftogaz should be retrofitted, that we should create full, public, transparent companies, that we must improve the system of management, corporatisation of these enterprises. So, the process of controlling by the Cabinet of Ministers will speed up the procedure of unbundling functions, respectively, gas transmission and storage, as well as gas production in order to build an efficient system», Groysman said.

The Prime Minister reminded that the previous week the Ministry of Economic Development and Trade within the scope of responsibilities took a technical decision to control Ukrtransgas and Naftogaz.
